Officer Shomzy's Mum Hospitalized After Shock Of Her Child's Death, Want Kalu Killed By Firing Squad
The mother of Solape Oladipupo, aka Shomzy, an Aircraftwoman in the Nigerian Air Force, who was killed her fellow soldier, Bernard Kalu, an Aircraftman, in Makurdi, Benue State went into shock and fainted when news of the slaying her daughter, who was the breadwinner of the family, was broken to her. She has since been on admission in a hospital in Ijebu-Ode, Ogun State.

Sunday Sun visited the family home of the deceased at Wurako Compound, Badagry, Lagos, the atmosphere was gloomy and everyone wore a mournful look.

The first daughter of the family, 32-year-old Jolaade Oladidupo, who spoke with Sunday Sun amid tears, recalled the last moment with her late sister.

“What happened to my sister is a very painful thing. She was the breadwinner of our family and only a few people would understand how we feel now. I would say she was the closest person to me, of all my siblings,” Jolaade said.

Continuing, she said: “She came home on December 29 and it was just on December 31 that I saw her displaying the picture of Kalu. As her elder sister, I called to caution her and I advised that she still had a long way to go and that such action may jettison her glorious future. From that day, she stopped uploading the guy’s pictures.”

Jolaade also stated that she and Shomzy chatted on WhatsApp the night before she was murdered, and showed Sunday Sun the chat between them as proof.

Her words: “See it yourself. The night before, I still chatted her up on how she hoped to further her education and she assured me that she had already informed one of her bosses who was ready to assist her.

“Just the following morning, a lot of people started calling me and they were military personnel. They started by breaking the information to me subtly. I just started receiving one call after the other. Finally, the immediate younger one to Solape just called and bluntly broke the story and said, ‘Aunty Jolaade, they have killed Solape, they have killed Solape.”

Jolaade also recalled that her late sister was always with her in Badagry while the other members of the family had temporarily relocated to Ijebu-Ode, Ogun State.

Further enquiry into the life of the late Solape revealed that she developed so much zest for the military that she had to obtain all military recruitment forms – Navy, Army, Air Force. She even obtained the Police recruitment form.

As to why she had so much interest to join the military, Jolalade told Sunday Sun that it was due to an act of harassment once suffered in the hands of some military men.  She ostensibly believed joining the military would provide her protection.

“Solape was a very caring and kind person who liked to help anyone who came to her for any assistance,” Jolalade said.

Kehinde Oladidupo, another of Solape’s siblings, while lamenting the sad development, called for justice to be done in the case. She said: “The government should ensure that the guy is brought to justice. It is not that we don’t know what to do. We do. But we have just decided to calm down. Even the family of Kalu hasn’t contacted us. Everybody is now sick in the family. This evil occurrence has plunged all of us into so much agony. See, I am a nursing mother, but I have not been eating since we heard the news. Just like my other siblings. We need justice.”

Basirat Fayemi, who introduced herself as Solape’s best friend, described her death as shocking and painful.

“She was a very simple, caring, loving and hardworking person. She was my best friend. I spoke to her on the Saturday before the news was broken to me the following morning, which was Sunday. How can a person I spoke to just the other day be dead? Her death is something that is really painful to me,” said Fayemi.

An uncle to the deceased, Kayode Segbenu, said: “I was the one they first broke the news to, from Makurdi. They must have investigated to know that I was her uncle. Anyway, let the government take their decision on the matter. We are a peace loving family and we like to make peace.”

Asked whether the family had any regrets about Solape joining the military, Segbenu replied: “We have no regret that she joined the Air Force. I masterminded her joining the force when I realised how passionate she was about it.”

After graduation from Cornel Holy Child Schools, located on Samuel Ekundayo Road, in Badagry, in 2014, Solape started buying all the military recruitment forms, some of which were shown to Sunday Sun reporter.

As at the time, she went into the Air Force in January 2016, Solape was already a student of the Department of Business Administration at Adeniran Ogunsanya College of Education, Ijanikin.

Speaking on behalf of the Paramount ruler of Badagry, His Majesty, De Whenu Aholu Wenu Toyi 1, Oba of Badagry, the Secretary to the Royal Council of Oba of Badagry, Baale Abiodun Patinvoh, bemoaned the incident, while expressing condolence to the bereaved family:

His words: “We the people of Badagry are not happy over the incident. The entire Royal Council and people of Badagry are not happy too. Nothing of such has ever happened here. It is very painful to us. The family of the boy (Kalu) are not safe too.  If the boy can just kill his own girlfriend like that, I think his family have to be careful.

“The Royal Council wants the family of the deceased to be patient and allow justice take its due course. Plans are also underway to send delegates to the family.”

Kalu killed Solape in the early hours of Sunday 12, March 2017 having prepared a suicide note in view of his intention to terminate his own life too.

Shomzy Shomzy, as she was fondly called on the social media, left behind a 57-year-old father and a 55-year-old mother and 10 siblings. She was the seventh child of her parents.

Reminisce, born Remilekun Abdulkalid Safaru is a Nigerian singer, rapper, and songwriter from Ogun State. He performs in both English and his native language, Yoruba.
The artiste, in an Interview with Sunday Scoop dispelled rumours circulating in the entertainment industry that he made some changes to his skin which makes him look fairer than he used to be.

“It is a wicked rumour for people to say that I bleach my skin. Those who know me from way back will tell you that I have a fair complexion, and I always try to take care of my skin by eating good food. BIAFRA TIMES PUBLISHER ARRESTED IN LAGOS

The publisher of Biafra Times, a weekly newspaper circulating inciting stories about Biafrans and their struggles has been arrested.

The suspect, Mr Peter Eke was arrested alongside his 9 workers at a house on Oguntolu street in Shomolu area of Lagos over the weekend.

“He didn’t go with any lawyer. He was interviewed in a friendly and professional manner and released three hours later”

Man Kills Twin Daughters With Acid In Calabar, Says They Killed His Parents With Witchcraft

Rivers State Police have arrested a 40-year-old man, Anyanime Festus, who allegedly poisoned his twin daughters in Akampka Local Government Area of Cross River, because he felt they were responsible for his parents’ death.
The arrest was effected by the Divisional Police Station, Akampka, before the suspect was transferred to Police Headquarters in Calabar.
The suspect allegedly gave his 11-year-old daughters a black substance, believed to be poison to drink, which led to their death on January 10 and 11.
A source said:

“The man told us that his daughters confessed to be witches and that he had no choice other than to kill them before they kill him.

So he mixed acid with malt, took the twins to a bush path and gave them the substance to drink.” Another source, who pleaded anonymity. “The twins were always wandering the streets. When brought back home by strangers, Festus usually chased them out again without food. Sometimes they were locked up and not given food for days.”

Investigation revealed that before the fateful day, the girls had been incarcerated for about three days before their father let them out under the pretence of taking them to school before he took them to a bush path and poisoned them.

A dying girl’s revelation An eyewitness, who craved anonymity, told Vanguard that before one of the girls died, she revealed to them that their father took them from the house to a bush path at Nyaghasan on a bike. He brought out a black substance and gave to them to drink.

She said they drank it, but because the substance was bitter, she refused the second portion, but her sister drank it.

According to the source, “she said after a while they started having stomach ache and complained to their father, who then pretended as if he was going to get a remedy and in the process he left them there and never came back. “Not too long after, they started feeling dizzy and then fell asleep. When she woke up and tapped her sister, she was no longer breathing.

“The deceased said she had to drag her sister’s lifeless body from the bush to the road. It was in the process that a good Samaritan saw them and informed the police, who then took both of them to Akamkpa General Hospital, where she died at about 3:40a.m., January 11.

When contacted the Police Public Relations Officer, Irene Ugbo, who confirmed the incident, said since the incident happened three weeks ago, they had been on the suspect’s trail.

Ugbo said: “We have apprehended the suspect; he was brought from Akamkpa this morning (Monday) to the headquarters

He confessed that he gave his daughters acid mixed with malt to drink because he had a premonition that they would kill him like they killed his parents.

“He had the belief because they confessed to him that they were witches. So he carried out the dastardly act to save his life first.”

He called for the release of the head of Nigeria’s Islamic Movement (IMN), Ibrahim El-Zakzaky, who has been in detention since late 2015 despite that the court ruled that he should be released, saying; “I stand for Nigeria and its people, not for any religion and it is my position that rights of all Nigerians must be respected and protected.”

The Governor said, “I personally attended his crusade and I think it is wrong for a man of God who is armless that could be invited if they have any issue against him. Are Christians and Moslems under different dispensation of the rule of law? That’s why I went there to rescue him. Let them kill two of us together. But when they saw my vehicles and the crowd, they fled.

Governor Fayose noted that it was unbecoming of the Federal Government to be harassing clergymen in the country, noting that the General Overseer of Redeemed Christian Church of God (RCCG) Pastor Enoch Adeboye was harassed and forced to resign shortly after he visited him in Ado Ekiti. He said, “This is unacceptable, we are in a democracy and Nigerians should warn the Presidency against putting this country on fire because religion is an emotional thing.””

An 18-year-old girl, Sky Juliett Samuel is facing five years in jail after she allegedly licked and smeared her own menstrual blood on a cheeseburger before serving it to a unsuspecting customer at the fast food restaurant where she worked.


The incident occurred on January 7 at a Jack’s Family Restaurant in the town of Columbus. After a heated exchange where insults were traded with a female customer, Sky allegedly spread her bodily fluids on the burger, before handing it over at the drive-thru window around 10 pm.

A Christian girl from Nigeria has shared her touching experience after paying a visit to the Sheikh Zayed Grand Mosque in Abu Dhabi, United Arab Emirates (UAE). The girl urged fellow Nigerians to readjust their orientation and refuse to allow fanaticism to blind their eyes from accepting other people and their religion.
Toyosi Akerele-Ogunsiji visited the mosque for an event with her colleagues from Harvard. According to her, institutionalized religion has affected Nigeria badly that they look at other religions with a very bad eye while forgetting that we all serve the same God whether as Christians or Muslims.

The Egbuoma community in the Oguta Local Government Area of Imo State was today thrown into deep mourning as their 29 year old son, Friday Azuka Nduka who was murdered by one trigger-happy inspector Mike Edem now at large -was buried.

Nduka who returned to Nigeria from Indonesia in November to get married on December 27 was murdered five days to his wedding day, 22 .

It was learnt that he victim, who returned from Malaysia for his wedding in Owerri on December 27, 2016, was reportedly shot dead on December 22 by the trigger-happy policeman, who is now at large, in the presence of his fiancée and younger brother.

According to reports, Nduka got into in a serious argument with one of the pump attendants over his missing iPhone 7. The argument was said to have degenerated into a fight -with Nduka, inflicting injuries on the attendant…

The manager of the station, Mrs. Ruth Enemmuo, who is now in police detention, intervened, adding that as soon as nduka entered into his car, the police inspector fired, killing him instantly.

RASCALITY DOES NOT KNOW PARTY BOUNDARIES

 POLITICAL NOTES, POLITICS COMMENTS By Emmanuel Aziken When Governor Nyesom Wike of Rivers State cries of being a victim of alleged political contrivances weaved by agents and agencies of the Federal Government he ordinarily should win sympathy from us. It is after all, natural for victims of oppression to garner sympathy. However, when acolytes of the ‘oppressed,’ Wike, in this case, go on to oppress others where they are strong, then it calls for strong concern. The case in point is the ensuing development in the Peoples Democratic Party, PDP dominated Rivers State House of Assembly where the majority party decided to foist a minority leader on the All Progressives Congress, APC caucus.

Choosing a leader for your rival or enemy is certainly not a new trick in politics. But it is something that is done with much subtlety. Where you are unable to foist a leader on your rival, you certainly can win over the leader as has been severally demonstrated by the political opposition at the federal and state levels in Nigeria. However, what the majority did in the Rivers State House of Assembly, neither falls into either category. The APC caucus members in the state House of Assembly had on January 19, presented Josiah Olu as their leader and had as according to parliamentary convention brought his name forward to the House floor for ratification. Once Olu was nominated, Sam Ogeh, a PDP member presented another APC member, Frederick Anabraba for ratification as the APC leader. Interestingly, Ogeh’s nomination of Anabraba was seconded by another PDP member, and because the PDP has the majority, Anabraba was elected by 15 votes garnered from the PDP members against the 8 votes garnered by Olu from fellow members of the APC.

What happened in the Rivers State legislature runs against the spirit of commonsense that parliamentarians everywhere in the world tend to show. By foisting its choice of leadership on the APC in the House, the PDP majority in the House has shown a poor lack of tact and taste in its tolerance of opposition. Vicious political tackles are not only expressed across political parties but sometimes, also within political boundaries. Unfolding developments in the Northwest caucus of the APC has shown that the party in the zone could implode anytime soon. In Kano the incumbent governor and immediate past governor who are both members of the APC are virtually on a war path with both factions sizing up the actions and inactions of one another for political gain. In Kaduna State, the party leadership has put the state’s most vocal senator, Shehu Sani at arm’s length and extended a suspension slammed on him. Even worse is the emerging news that the house of a prominent party chieftain opposed to a very senior state official was recently been earmarked for demolition. In the South-South, the internal tackles in the Akwa Ibom chapter of the APC overflowed last Monday when the party’s penultimate governorship candidate, Senator John Akpanudoedehe was expelled for anti-party activities. Akpanudoedehe who almost on his own fought the combined team of Godswill Akpabio and Umana Umana in 2011, is alleged not to have fully embraced Umana when he fell out with Akpabio and joined the APC in 2014. Akpanudoedehe was bound to have reacted with caution when his former foe, Umana sought to become a friend in 2014. The management of the crisis in the Akwa Ibom State chapter of the APC is reflective of the way the crises in other chapters of the party have also been poorly managed. The same story is also told in Delta State. The “expulsion” of Akpanudoedehe is certain to further polarise the party in Akwa Ibom, but for those in control of the party, it is an action needed to enforce dominance.

NEWSCOMMENTS Minna – Alhaji Mohammed Abubakar Masaba, the controversial Islamic preacher and super polygamist, who married 86 wives, is dead. He was aged 93.

Masaba His Personal Assistant, Alhaji Mutairu Salawudeen Bello, who confirmed Masaba’s death, said that the preacher died in his residence in Bida, Niger State, on Saturday, after a brief illness. “From Allah we come, to Him we shall all return; we announce the death of Alhaji Mohammed Abubakar Bello Masaba this afternoon. He was aged 93, and died after a brief illness,” Bello said in a telephone interview. A sobbing Bello said that his boss would be buried at 10 a.m. on Sunday, Jan 29. He said that the preacher had a premonition of his death and prepared for it. “Baba (Masaba), told us that his time was up; he personally told me that he had completed his divine assignment and was ready to meet his creator. “He also told us to remain dedicated to the cause of Islam and urged us never to deviate from his teachings on righteousness, piety and total submission to the will of Allah. “He warned us to shun adultery but said that we should marry our women because it is ‘Hallal’ (right), before Allah,” Bello said.

STOP HARASSMENT OF CLERICS - CAN TO OSINBAJO

CHAIRMAN of South South chapter of the Christian Association of Nigeria, CAN, Archbishop God-Dowell Avwomakpa has called on the Acting President, Prof. Yemi Osinbajo, (SAN) and a professor of law to stop security operatives from going after men of God who preach hard messages. Avwomakpa, the General Overseer of Christ Missionaries Crusaders, Warri in Delta State also urged the Acting President to forward the name of the acting  Chief Justice of Nigeria, Justice Walter Onnoghen to the Senate for confirmation. The CAN helmsman expressed confidence in the judiciary, noting that it remains the last hope of the common man. Avwomakpa argued that the National Judicial Council has recommended the Acting Chief Justice of Nigeria to President Muhammadu Buhari about two months ago as the most senior justice of the apex court for confirmation as the Chief Justice of Nigeria. The cleric commended the silent reforms introduced by the acting CJN aimed at quick dispensation of justice in Nigeria, noting that the country is in dire need of such a man and his reforms in order to ensure better and faster dispensation of cases. Accordingly, the CAN chairman called on the Acting President to forward the name of  Justice Onnoghen to the Senate for confirmation without any further delay. Avwomakpa also charged the Acting President to instruct the nation’s security officials especially the DSS to stop going after men of God who preach hard messages. He described recent attempt to arrest Apostle Johnson Suleman by DSS officials as a bad omen, warning that if the DSS attempts to gag Christian leaders, Christian leaders  will mobilise Christians across the country, for peaceful protests to register their displeasure to the government. Avwomakpa noted that people are living in fear and hunger and sufferings in the land despite the efforts by the administration to tame the economic, religious and political challenges in the country. He then called on the Acting President to be bold to take decisions that will better the lot of the Nigerian citizens.

US PRESIDENT TO BAN 2-YEARS VISA FOR NIGERIANS

Except the federal government takes a proactive visa policy review, Nigerians will no longer be issued with American entry visas which have two-year validity following the Executive Order signed on Friday by President Donald Trump, TheCable can report.

Also, Nigerians who hold dual nationality will be affected if their other passport is from Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen — the seven Muslim-majority countries “of concern”.

A lot of attention has been on the temporary visa ban on citizens of the seven Muslim-majority countries, but the impact on Nigerians is far more than previously thought.

An analysis of the Executive Order by TheCable editors shows that at least two sections will affect Nigerians directly.

Nigeria currently only issues one-year multiple-entry visa to Americans, which is a non-reciprocation of the two-year visa the country issues to Nigerians.

Section 9 of the Executive Order states: “The Secretary of State shall review all nonimmigrant visa reciprocity agreements to ensure that they are, with respect to each visa classification, truly reciprocal insofar as practicable with respect to validity period and fees, as required by sections 221(c) and 281 of the INA, 8 U.S.C. 1201(c) and 1351, and other treatment. If a country does not treat United States nationals seeking nonimmigrant visas in a reciprocal manner, the Secretary of State shall adjust the visa validity period, fee schedule, or other treatment to match the treatment of United States nationals by the foreign country, to the extent practicable…”

By this provision, except the federal government quickly moves to extend the validity of Nigerian visa to Americans, Nigerians too will be issued with one-year visas.

Given that the Trump order takes immediate effect, Nigerians holding valid two-year US visa are most likely going to be affected.

Nigeria is also not reciprocating the fees charged by the American government — despite shorter visa validity.

While the US charges Nigerians $160 for a typical visit visa, Nigeria charges $180, in addition to a $35 “processing fee”.

The section on dual nationality involving seven Muslim-majority countries is not expected to affect a significant number of Nigerians because a second citizenship of Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen is not common.

Many Nigerians, including government officials, hold dual nationality with either the US or Europe.

However, Nigerians who have been to Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen in recent times may be subjected to extra immigration control with possible deportation.

THE EXECUTIVE ORDER IN FULL

PROTECTING THE NATION FROM FOREIGN TERRORIST ENTRY INTO THE UNITED STATES

By the authority vested in me as President by the Constitution and laws of the United States of America, including the Immigration and Nationality Act (INA), 8 U.S.C. 1101 et seq., and section 301 of title 3, United States Code, and to protect the American people from terrorist attacks by foreign nationals admitted to the United States, it is hereby ordered as follows:

Section 1. Purpose. The visa-issuance process plays a crucial role in detecting individuals with terrorist ties and stopping them from entering the United States. Perhaps in no instance was that more apparent than the terrorist attacks of September 11, 2001, when State Department policy prevented consular officers from properly scrutinizing the visa applications of several of the 19 foreign nationals who went on to murder nearly 3,000 Americans. And while the visa-issuance process was reviewed and amended after the September 11 attacks to better detect would-be terrorists from receiving visas, these measures did not stop attacks by foreign nationals who were admitted to the United States.

Numerous foreign-born individuals have been convicted or implicated in terrorism-related crimes since September 11, 2001, including foreign nationals who entered the United States after receiving visitor, student, or employment visas, or who entered through the United States refugee resettlement program. Deteriorating conditions in certain countries due to war, strife, disaster, and civil unrest increase the likelihood that terrorists will use any means possible to enter the United States. The United States must be vigilant during the visa-issuance process to ensure that those approved for admission do not intend to harm Americans and that they have no ties to terrorism.

In order to protect Americans, the United States must ensure that those admitted to this country do not bear hostile attitudes toward it and its founding principles. The United States cannot, and should not, admit those who do not support the Constitution, or those who would place violent ideologies over American law. In addition, the United States should not admit those who engage in acts of bigotry or hatred (including “honor” killings, other forms of violence against women, or the persecution of those who practice religions different from their own) or those who would oppress Americans of any race, gender, or sexual orientation.

Sec. 2. Policy. It is the policy of the United States to protect its citizens from foreign nationals who intend to commit terrorist attacks in the United States; and to prevent the admission of foreign nationals who intend to exploit United States immigration laws for malevolent purposes.

Sec. 3. Suspension of Issuance of Visas and Other Immigration Benefits to Nationals of Countries of Particular Concern. (a) The Secretary of Homeland Security, in consultation with the Secretary of State and the Director of National Intelligence, shall immediately conduct a review to determine the information needed from any country to adjudicate any visa, admission, or other benefit under the INA (adjudications) in order to determine that the individual seeking the benefit is who the individual claims to be and is not a security or public-safety threat.

(b) The Secretary of Homeland Security, in consultation with the Secretary of State and the Director of National Intelligence, shall submit to the President a report on the results of the review described in subsection (a) of this section, including the Secretary of Homeland Security’s determination of the information needed for adjudications and a list of countries that do not provide adequate information, within 30 days of the date of this order. The Secretary of Homeland Security shall provide a copy of the report to the Secretary of State and the Director of National Intelligence.

(c) To temporarily reduce investigative burdens on relevant agencies during the review period described in subsection (a) of this section, to ensure the proper review and maximum utilization of available resources for the screening of foreign nationals, and to ensure that adequate standards are established to prevent infiltration by foreign terrorists or criminals, pursuant to section 212(f) of the INA, 8 U.S.C. 1182(f), I hereby proclaim that the immigrant and nonimmigrant entry into the United States of aliens from countries referred to in section 217(a)(12) of the INA, 8 U.S.C. 1187(a)(12), would be detrimental to the interests of the United States, and I hereby suspend entry into the United States, as immigrants and nonimmigrants, of such persons for 90 days from the date of this order (excluding those foreign nationals traveling on diplomatic visas, North Atlantic Treaty Organization visas, C-2 visas for travel to the United Nations, and G-1, G-2, G-3, and G-4 visas).

(d) Immediately upon receipt of the report described in subsection (b) of this section regarding the information needed for adjudications, the Secretary of State shall request all foreign governments that do not supply such information to start providing such information regarding their nationals within 60 days of notification.

(e) After the 60-day period described in subsection (d) of this section expires, the Secretary of Homeland Security, in consultation with the Secretary of State, shall submit to the President a list of countries recommended for inclusion on a Presidential proclamation that would prohibit the entry of foreign nationals (excluding those foreign nationals traveling on diplomatic visas, North Atlantic Treaty Organization visas, C-2 visas for travel to the United Nations, and G-1, G-2, G-3, and G-4 visas) from countries that do not provide the information requested pursuant to subsection (d) of this section until compliance occurs.

(f) At any point after submitting the list described in subsection (e) of this section, the Secretary of State or the Secretary of Homeland Security may submit to the President the names of any additional countries recommended for similar treatment.

(g) Notwithstanding a suspension pursuant to subsection (c) of this section or pursuant to a Presidential proclamation described in subsection (e) of this section, the Secretaries of State and Homeland Security may, on a case-by-case basis, and when in the national interest, issue visas or other immigration benefits to nationals of countries for which visas and benefits are otherwise blocked.

(h) The Secretaries of State and Homeland Security shall submit to the President a joint report on the progress in implementing this order within 30 days of the date of this order, a second report within 60 days of the date of this order, a third report within 90 days of the date of this order, and a fourth report within 120 days of the date of this order.

Sec. 4. Implementing Uniform Screening Standards for All Immigration Programs. (a) The Secretary of State, the Secretary of Homeland Security, the Director of National Intelligence, and the Director of the Federal Bureau of Investigation shall implement a program, as part of the adjudication process for immigration benefits, to identify individuals seeking to enter the United States on a fraudulent basis with the intent to cause harm, or who are at risk of causing harm subsequent to their admission. This program will include the development of a uniform screening standard and procedure, such as in-person interviews; a database of identity documents proffered by applicants to ensure that duplicate documents are not used by multiple applicants; amended application forms that include questions aimed at identifying fraudulent answers and malicious intent; a mechanism to ensure that the applicant is who the applicant claims to be; a process to evaluate the applicant’s likelihood of becoming a positively contributing member of society and the applicant’s ability to make contributions to the national interest; and a mechanism to assess whether or not the applicant has the intent to commit criminal or terrorist acts after entering the United States.

(b) The Secretary of Homeland Security, in conjunction with the Secretary of State, the Director of National Intelligence, and the Director of the Federal Bureau of Investigation, shall submit to the President an initial report on the progress of this directive within 60 days of the date of this order, a second report within 100 days of the date of this order, and a third report within 200 days of the date of this order.

Sec. 5. Realignment of the U.S. Refugee Admissions Program for Fiscal Year 2017. (a) The Secretary of State shall suspend the U.S. Refugee Admissions Program (USRAP) for 120 days. During the 120-day period, the Secretary of State, in conjunction with the Secretary of Homeland Security and in consultation with the Director of National Intelligence, shall review the USRAP application and adjudication process to determine what additional procedures should be taken to ensure that those approved for refugee admission do not pose a threat to the security and welfare of the United States, and shall implement such additional procedures. Refugee applicants who are already in the USRAP process may be admitted upon the initiation and completion of these revised procedures. Upon the date that is 120 days after the date of this order, the Secretary of State shall resume USRAP admissions only for nationals of countries for which the Secretary of State, the Secretary of Homeland Security, and the Director of National Intelligence have jointly determined that such additional procedures are adequate to ensure the security and welfare of the United States.

(b) Upon the resumption of USRAP admissions, the Secretary of State, in consultation with the Secretary of Homeland Security, is further directed to make changes, to the extent permitted by law, to prioritize refugee claims made by individuals on the basis of religious-based persecution, provided that the religion of the individual is a minority religion in the individual’s country of nationality. Where necessary and appropriate, the Secretaries of State and Homeland Security shall recommend legislation to the President that would assist with such prioritization.

(c) Pursuant to section 212(f) of the INA, 8 U.S.C. 1182(f), I hereby proclaim that the entry of nationals of Syria as refugees is detrimental to the interests of the United States and thus suspend any such entry until such time as I have determined that sufficient changes have been made to the USRAP to ensure that admission of Syrian refugees is consistent with the national interest.

(d) Pursuant to section 212(f) of the INA, 8 U.S.C. 1182(f), I hereby proclaim that the entry of more than 50,000 refugees in fiscal year 2017 would be detrimental to the interests of the United States, and thus suspend any such entry until such time as I determine that additional admissions would be in the national interest.

(e) Notwithstanding the temporary suspension imposed pursuant to subsection (a) of this section, the Secretaries of State and Homeland Security may jointly determine to admit individuals to the United States as refugees on a case-by-case basis, in their discretion, but only so long as they determine that the admission of such individuals as refugees is in the national interest — including when the person is a religious minority in his country of nationality facing religious persecution, when admitting the person would enable the United States to conform its conduct to a preexisting international agreement, or when the person is already in transit and denying admission would cause undue hardship — and it would not pose a risk to the security or welfare of the United States.

(f) The Secretary of State shall submit to the President an initial report on the progress of the directive in subsection (b) of this section regarding prioritization of claims made by individuals on the basis of religious-based persecution within 100 days of the date of this order and shall submit a second report within 200 days of the date of this order.

(g) It is the policy of the executive branch that, to the extent permitted by law and as practicable, State and local jurisdictions be granted a role in the process of determining the placement or settlement in their jurisdictions of aliens eligible to be admitted to the United States as refugees. To that end, the Secretary of Homeland Security shall examine existing law to determine the extent to which, consistent with applicable law, State and local jurisdictions may have greater involvement in the process of determining the placement or resettlement of refugees in their jurisdictions, and shall devise a proposal to lawfully promote such involvement.

Sec. 6. Rescission of Exercise of Authority Relating to the Terrorism Grounds of Inadmissibility. The Secretaries of State and Homeland Security shall, in consultation with the Attorney General, consider rescinding the exercises of authority in section 212 of the INA, 8 U.S.C. 1182, relating to the terrorism grounds of inadmissibility, as well as any related implementing memoranda.

Sec. 7. Expedited Completion of the Biometric Entry-Exit Tracking System. (a) The Secretary of Homeland Security shall expedite the completion and implementation of a biometric entry-exit tracking system for all travelers to the United States, as recommended by the National Commission on Terrorist Attacks Upon the United States.

(b) The Secretary of Homeland Security shall submit to the President periodic reports on the progress of the directive contained in subsection (a) of this section. The initial report shall be submitted within 100 days of the date of this order, a second report shall be submitted within 200 days of the date of this order, and a third report shall be submitted within 365 days of the date of this order. Further, the Secretary shall submit a report every 180 days thereafter until the system is fully deployed and operational.

Sec. 8. Visa Interview Security. (a) The Secretary of State shall immediately suspend the Visa Interview Waiver Program and ensure compliance with section 222 of the INA, 8 U.S.C. 1222, which requires that all individuals seeking a nonimmigrant visa undergo an in-person interview, subject to specific statutory exceptions.

(b) To the extent permitted by law and subject to the availability of appropriations, the Secretary of State shall immediately expand the Consular Fellows Program, including by substantially increasing the number of Fellows, lengthening or making permanent the period of service, and making language training at the Foreign Service Institute available to Fellows for assignment to posts outside of their area of core linguistic ability, to ensure that non-immigrant visa-interview wait times are not unduly affected.

Sec. 9. Visa Validity Reciprocity. The Secretary of State shall review all nonimmigrant visa reciprocity agreements to ensure that they are, with respect to each visa classification, truly reciprocal insofar as practicable with respect to validity period and fees, as required by sections 221(c) and 281 of the INA, 8 U.S.C. 1201(c) and 1351, and other treatment. If a country does not treat United States nationals seeking nonimmigrant visas in a reciprocal manner, the Secretary of State shall adjust the visa validity period, fee schedule, or other treatment to match the treatment of United States nationals by the foreign country, to the extent practicable.

Sec. 10. Transparency and Data Collection. (a) To be more transparent with the American people, and to more effectively implement policies and practices that serve the national interest, the Secretary of Homeland Security, in consultation with the Attorney General, shall, consistent with applicable law and national security, collect and make publicly available within 180 days, and every 180 days thereafter:

(i) information regarding the number of foreign nationals in the United States who have been charged with terrorism-related offenses while in the United States; convicted of terrorism-related offenses while in the United States; or removed from the United States based on terrorism-related activity, affiliation, or material support to a terrorism-related organization, or any other national security reasons since the date of this order or the last reporting period, whichever is later;

(ii) information regarding the number of foreign nationals in the United States who have been radicalized after entry into the United States and engaged in terrorism-related acts, or who have provided material support to terrorism-related organizations in countries that pose a threat to the United States, since the date of this order or the last reporting period, whichever is later; and

(iii) information regarding the number and types of acts of gender-based violence against women, including honor killings, in the United States by foreign nationals, since the date of this order or the last reporting period, whichever is later; and

(iv) any other information relevant to public safety and security as determined by the Secretary of Homeland Security and the Attorney General, including information on the immigration status of foreign nationals charged with major offenses.

(b) The Secretary of State shall, within one year of the date of this order, provide a report on the estimated long-term costs of the USRAP at the Federal, State, and local levels.

Sec. 11. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
